This series consists of four sub-series: McLean's correspondence with the Prime Minister and other ministers, as well his work on three parliamentary committees dealing with external affairs, national defence and foreign aid abroad. The files in these sub-series have been organized as closely as possible according by theme and again by theme, and then on the basis of chronological sequence.

A large number of files in this series could just as easily have been located in series other than those in which they are found. For example, there are some Series II (Standing Committee) files in Series III (Canadian Foreign Policy and Aid Abroad). Series III also holds some U.N.-related records which could have been re-located in Series IV (United Nations). Series IV reflects many issues and initiatives also covered in Series II and III. And so on. The reason for this is simple enough; McLean's responsibilities and interests were so integrated that, for example, U.N. file material easily overlapped into Canadian Foreign Policy and Aid Abroad, especially since very often the issues under discussion in various jurisdictions (national/international) and at various levels (governmental, NGO, international) were one and the same.
