As indicated in the title, this series consists of press releases and speeches. The press releases do not constitute a complete run; there are some missing. They reflect the major programs and activities of McMillan's department, such as: attempts to solve environmental problems and deliver environmental pollution abatement programs; manage the national parks system and protect more and more unique geographic ecosystems; and attempts at co-operation with provincial and foreign governments, and the like. They provide information on the main policy/program directions of McMillan's portfolio, as well as the chief objects of his concern and activities.

The speeches, like the press releases, reflect the main contours of Environment Canada's policy/program directions under McMillan's stewardship. A substantial number of the speeches are annotated or amended.

There are also occasional statements by the minister in this sub-series, as well as correspondence accompanying speeches.
