Sub-series consists of a letterbook containing copies of letters relating to the compilation of the blue book of 1866. In accordance with the Royal Instructions on Trade, a wide range of statistics were reported for the information of the Colonial Office under cover of the Governor's despatches. From 1821 onward, these annual reports on the Civil Establishment, trade, population and other aspects of the state of the colony were consolidated as the Blue Books of Statistics, in which the data was entered manually on pre-printed forms and bound up with a table of contents. Volume 2427 forms an index to this letterbook while volume 2428 is an index to letters received during 1865. Unfortunately the actual letters received during 1865 do not appear to be extant.

A wide range of statistical reports were supplied by the Lieutenant Governor to the Colonial Office and to the Legislature. These reports were based on data collected by the Civil Secretary and by the Provincial Secretary and Registrar. By 1821, reporting practices had formalized; the Blue Books of Statistics (see RG 1, E 13 - Lower Canada, Upper Canada and Canada: Blue Books of Statistics series and MG 11, Colonial Office 47) were produced annually thereafter. The Civil Secretary was responsible for preparing reports enclosed in despatches to the Colonial Office. From 1832 onward, however, the Provincial Secretary was responsible for preparing the Blue Books. After the union of Upper and Lower Canada, the Board of Registration and Statistics, composed of the Provincial Secretary, the Receiver General and the Inspector General, took over the task.
