This subseries documents Fraser's principal activities as Clerk of the House of Commons for the twelve years he held that office. The records include correspondence, photographs, speeches and subject files on such topics as the Parliamentary Internship Program, and matters relating to House of Commons administration and social life.

In general, this sub-series illustrates the different facets of Fraser's involvement with parliamentary life: his role as Canada`s representative to Commonwealth Parliamentary Conferences; his management and mentoring of interns in the Parliamentary Internship Program, and his speeches about Parliament`s function prepared for a variety of audiences. This sub-series also provides a "behind the scenes" view of the human side of parliamentary activities.
