Series consists of papers relating to the conference including correspondence between the members of the Committee of the Cabinet with the deputy-minister of each province (briefs, statistics, arrangements). There are also statements submitted by the Dominion and the Provinces, and working papers and drafts.

In addition, there is a general file containing important material such as a statement by J.L. Ilsley, Minister of Finance, regarding Saskatchewan's 1938 seed grain debt, provincial finance study, reports on public investment, transportation, taxation, succession duties and health insurance, debt statistics (Canadian National Railways) for the Dominion and each province including statistics for municipal and school corporations outstanding debt, documenting current revenue and expenditure reconciliation with Public Accounts (for each province).
