Canada. Dept. of National War Services. Division of Voluntary and Auxiliary Services : The Voluntary Services division was one of four divisions within the Department established by virtue of Order in Council P.C. 4748, 13 September 1940. The principle underlying the promotion of voluntary war services was that an opportunity should be given to individuals and organizations to contribute to the war effort without unnecessary and wasteful duplication of services. In 1942, with the decision by the government to absorb the operating costs of all auxiliary services provided by national organizations, the scope of the Voluntary Services division (renamed the division of Voluntary and Auxiliary Services) was expanded. Its new functions consisted of promotion of voluntary war services; maintenance of financial supervision, through the National War Services Funds Advisory Board, over the money-raising campaigns of national organizations; and administration of the War Charities Act. Under authority of Order in Council P.C. 134, 17 January 1947 the administration of the Voluntary and Auxiliary Services and Voluntary War Relief Divisions was transferred to the Department of National Health and Welfare effective 1 February 1947.
