Sub-series consists of the working papers of the task force. These records document in detail the evolution of research strategies on which the Report was based, the internal structure of the Task Force, and the extensive network of external sources tapped for input and advice. Above all the records preserve a very detailed mosaic of the attitudes and experiences of federal public servants in regard to both equality of opportunity and the public service as a place to work, 1970-1990. The bulk of the records related to the scientific survey of public servants conducted on behalf of the Task Force by Statistics Canada are not contained in this series. These records are retained by Statistics Canada.

Canada. Task Force on Barriers to Women in the Public Service : The Task Force on Barriers to Women in the Public Service represented the first federal study undertaken in twenty years to investigate the question of workplace equity from the perspective of women at all levels of the federal public service. The Task Force Report, subtitled Beneath the Veneer, was an ambitious call for eradicating the subtle remaining barriers and effecting a decisive "phase two" in the effort to achieve equality of opportunity for women. As defined by the Task Force, this "phase two" to achieve "balanced representation" would encompass a deliberate management agenda justified on grounds of increased productivity and compatible with the philosophy of Public Service 2000. Through the development of an "equity index", the Task Force sought to provide a fair and practical mechanism by which to measure and monitor progress across the public service. A significant portion of the work of the Task Force involved several extensive series of interviews. In addition internal studies were using conducted structured interview techniques, cohort analysis and detailed case studies. Only a portion of the information from these sources is reflected in the report. The records in this series include working papers related to all of these interview projects, transcripts and interview tapes for many of the interviews as well as the small registry maintained by the Task Force, correspondence, minutes of meetings, drafts, internal reports, submissions, related reports collected by the Task Force and aggregated statistical print outs.
