Human Resources Division : The Human Resources Division of the Personnel Policy Branch operated with an evolving mandate from 1970 through the early 1990s. In general it developed human resource planning policy to help government acquire and maintain a productive workforce. In its mature, later stages it administered the full scope of affirmative action and employment equity programs of the Treasury Board directed at specifically designated groups, namely women, indigenous people, the disabled and visible minorities. It administered day care policy and programs for public servants. It provided advise to departments on training, development, and monitoring and evaluating quality of work-life projects. The Division was also mandated to administer the personal harassment policy across government and address human rights issues as they arise.

The Human Resources Division should not be confused with the small, transient Human Resources Development Branch of the early 1990s or the Human Resources (Policy) Branch which is the consolidated organizational successor (1993) to the parent Personnel Policy Branch and the transient Official Languages and Employment Equity Branch and the Staff Relations function.
