This is a preliminary record, please consult the linked accessions. Sub-sub-series consists of Appeals and Investigations general and policy operational files. Appeals and Investigations activity ensures the integrity of the merit principle incorporated into the Competitive staffing process under the Public Service Employment Act (PSEA). Appeals are quasi-judicial enquiries in which the board decision is enforceable under legislation. Investigations cover non-appealable staffing procedures or disputes as well as staffing actions without competition (since 1991) and cases of alleged harassment broadly defined. The conclusions of investigations are not generally enforceable through the provisions of the PSEA and the procedure explicitly seeks informal resolution of conflicts through mediation and third party review. Anti-discrimination is an early interim activity that predates the current harassment investigation procedures.
