Canada. Special Committee on the Review of Personnel Management and the Merit Principle : The Special Committee on the Review of Personnel Management and the Merit Principle was created on 4 February 1977. Mr. Guy D'Avignon was nominated Chairman of this Committee and published his report in November 1979. The issues examined were the merit principle, appointments, promotions, appeals and redress, access of employees to training, collective bargaining and a more efficient personnel management system in the public service. This inquiry was popularly known as the D'Avignon Inquiry, named after the chairman, Mr. D'Avignon.
