Archibald, Kathleen : The Public Service Commission hired Kathleen Archibald, an independent outside consultant, to make a report on the status and conditions of women in the Public Service and then a Departmental committee reviewed it and developed specific implementation recommendations. The Study entitled "Sex and the Public Service", (the Archibald Report) was published as a monograph by the Queen's printer in 1970. The Public Service Commission then established its own internal committee to coordinate implementation within its own jurisdiction and to coordinate implementation of matters under Treasury Board responsibility with the TBS.
