Canada. Manpower and Immigration. Outreach Program : The Outreach Program was created in 1972 by Cabinet decision under the Canada Manpower Opportunity Act. The objective of the program was to improve, with the help of community-based agencies, the employability and access to employment of persons who experience special difficulty competing in the labour market and who are not able to benefit effectively from the services offered by their CEIC. Outreach projects offered personalized employment-related services which are complementary to the CEIC to designated clientele. The Commission contributes financially to the project's operating costs according to conditions set out in an agreement signed by the two parties. The program was initially managed by the Special Programs Branch of Manpower and Immigration. With the creation of the Department Employment and Immigration the program was placed under the Labour Market Programs and Services, where it remained until 1982 when it was transferred to the newly created Employment Service of the Department.
