Sub-series consists of LEAP files in the form of accepted project case files, which were created at the CMC level from offices across Canada, and were used to document individual projects that received funding from the Program. These files contain project proposals and reports, project evaluations, interim reports, contract work sheets, resource visit memos and evaluations of operating results.

Canada. Local Employment Assistance Program : The Local Employment Assistance Program was established in 1972 with the intent of creating worthwhile employment for people who were unemployed or receiving public assistance and who were not likely to become employed through the normal labour market activity during the period of a project. Assistance was provided to projects employing and serving those suffering from more or less severe disabilities, such as low educational level, mental, physical, emotional, or social handicaps, a language barrier, or isolation from centres of employment and service. The program involved the funding and technical support of job creation projects with an emphasis on establishing a work environment conducive to the client's eventual return to regular employment. The program was originally the responsibility of the Special Programs Branch of Manpower and Immigration, however, in 1972 it was transferred to the Job Creation Branch until 1977 when it passed to the Labour Market Programs and Services of Employment and Immigration (Commission).
