Canada. Dept. of National Defence. Director Establishment and Manpower Requirements : The office of the Director Establishment and Manpower Requirements (DEMR) has replaced the Directorate of Manpower Programming and Control. This office was responsible for tracking manpower requirements and utilization for all units and offices employing military personnel in the Canadian Forces. The office reports to the Associate Deputy Minister Personnel. The ADM (Personnel) is responsible for policies affecting all personnel, both military and civilian. This includes ensuring that "personnel establishments, actual strengths and manpower requirements are synchronized with approved policy and budgets" (Organization of the Government of Canada, 1990, p. 289). He is also responsible for the dependants' education programme. RG24 General Inventory
