Sub-series consists of files from the Office of the Special Advisor to the Chairman, Cabinet Committee on Social Development. Special Advisor to the Chairman, Cabinet Committee on Social Development : In addition to the duties outlined in the mandate for the Minister of State for Social Development itself, the Minister was also Chairman of the Cabinet Committee on Social Development (CCSD). CCSD had as members all ministers who had special ministerial responsibilities, or whose departments had such responsibilities, within the social development sector. The CCSD met on a regular basis to identify, develop, plan and implement social policy, often reviewing assessment reports prepared for them by the Program Delivery Branch, Minister of State for Social Development, in the areas of Culture and Immigration, Justice and Legal, Indian and Northern Affairs, and Health, Housing and Environment.

Mr. Ted Gale was Special Advisor to Jean Chrétien during the latter's tenure as Minister of State for Social Development. As such, Mr. Gale provided social policy advice to the Minister in the latter's role as Chairman of the CCSD.
