Canada. Preparatory Committee on Collective Bargaining in the Public Service. Office of the Chairman : The Preparatory Committee on Collective Bargaining was established in 1963, under the chairmanship of A.D.P. Heeney, to study problems associated with the introduction of collective bargaining and arbitration in the public service, including the need for reforms in the systems of classification and pay. Mr. Heeney had previously served as a senior diplomat at the Department of External Affairs, Chairman of the Public Service Commission and Chairman of a Royal Commission on the Civil Service. Mr. Heeney headed a broadly based working group of senior civil service managers from various agencies and departments which was formally responsible to a committee of Ministers.
