Canada. Environment Canada. Planning and Finance Service : Formed in January 1967 as the Policy and Planning Branch in the Department of Energy, Mines and Resources, the branch succeeded the former Resource Development Branch in the Department of Northern Affairs and National Resources. As a branch it coordinated and administered federal resource policy, conducted economic, sociological, scientific and technical studies in the general area of national resources, and was actively involved in water resource investigations and planning [Department of Energy, Mines and Resources, Annual Report 1966-1967, p. 35]. When the Department of the Environment was created in 1971, the Policy, Planning and Research Service's (PPRS) mandate expanded to include responsibility for both the protection of the environment as well as the management of natural resources. Three directorates, Policy and Planning, Intergovernmental Affairs, and Research Coordination, provided corporate planning and policy advice to the new department and coordinated the department's work with other departments and agencies. A re-organization in 1973 resulted in the PPRS becoming part of the Planning and Finance Service within Environment Canada. The Planning and Finances Service provides a range of common support services to all elements of the Department. It is a senior staff policy and advisory body, operating through seven Directorates one of which is the Finance and Facilities Directorate. One of the six departmental elements of the Finance and Facilities Directorate is the Management Consulting Service Branch. The function of the service is to improve managerial methods and organizational structures.
