Howe Institute; Ted Carmichael, Vice President; Katie Macmillan and Robert York, Policy Analysts, to announce the release of "Ottawa's Next Agenda: Policy Review and Outlook, 1989". The C.D. Howe Institute argues that the priority economic issues for the federal government should be reducing the federal budget deficit, overhauling social programs, reforming the tax system, and helping those Canadians who will be adversely affected by the Canada-U.S. Free Trade agreement and resulting economic changes.
