This sub-series consists of operational files from the Planning Branch of the Treasury Board Secretariat. Created in 1970, the Planning Branch assumed the research, planning and efficiency assessment functions of the Management Improvement Branch (1966-1970). A small amount of records in this sub-series concern this transition in the form of role articulation and objective clarification as well as Branch organization and policy records. In addition, the sub-series includes agendas and reports from the Planning Branch's Management Committee Meetings; these files are concerned with the ongoing development of the Planning Branch, its roles and objectives, and issues related to internal Human Resources.
One of the primary functions of the Planning Branch was to determine and measure the efficiency and effectiveness by which individual departments, programs, policies, and Crown Corporations of the Canadian Government functioned. This sub-series contains reports, research, and research materials related to the Efficiency Evaluation Division. The Division was concerned with the creation, implementation, and promotion of Operational Performance Measurements (OPMs) for government programs. This work culminated in the creation of "Effectiveness Evaluations" for various government entities; these reports would then be used as a primary means for arriving at resource allocation decisions. "Effectiveness Evaluation" files contain a variety of reports, project reviews and summaries, internal memoranda, memoranda created for departments, memoranda created for cabinet, internal and external correspondence, economic impact studies, benefit-cost models, econometric models, simulation models, income distribution models, micro-simulation models, and economic cost models.

"Effectiveness Evaluations" are also included from various associations including Federal Institute of Management, Institute of Public Administration, and the Hudson Institute. The sub-series also contains Models and Guides for conducting the various elements of "Effectiveness Evaluations."
Research materials used for conducting "Effectiveness Evaluations" are also contained in this sub-series. These include: reports from targeted entities, excerpts from academic and popular publications, newspaper clippings, seminar, presentation and briefing notes, promotional literature from targeted entities, and minutes and reports from various internal and external conferences and meetings.
Another primary function of the Planning Branch was to coordinate and improve the Secretariat's response to organizational issues and to carry out research on organizational areas of government departments. This sub-series contains reorganization proposals from various government departments as well as reports created and research materials used in order to respond to these proposals. Those departments represented in this sub-series include many but not all of the government departments and other entities listed previously.
This sub-series also consists of an extensive collection of various official reports of cabinet legislation from 1973, 1974, and 1976. Materials from Cabinet committees on culture, science and technology, health and welfare, transportation, national security, external affairs, economic development, bilingualism, and government operations are also included.
Finally, the records cover a wide range of other subjects, such as the Glassco Commission, liaison files with Universities, and the Centennial Commission.
