Canada. Treasury Board Secretariat. Planning Branch : The Planning Branch was created in an internal reorganization of the Treasury Board Secretariat in 1970. The new Branch amounted to the organizational successor to the Management Improvement Branch (1966-1970), incorporating most of the research, planning and efficiency assessment functions of the older Branch. The Planning Branch continued its activity until 1978 when most of its function and organization migrated to the new parallel Secretariat known as the Office of the Comptroller General while other residual components became part of the Administrative Policy Branch.

As originally conceived, the Planning Branch sought to improve government decision-making processes through the improvement of management information systems reporting the effectiveness of programs and their operating efficiency. The Branch sought to develop analytical techniques and methodologies for efficiency evaluation, effectiveness evaluation and strategic planning. One of the chief means to accomplish this end was through "Effectiveness Evaluation Projects." These reflected an early effort to promote effective use of resources through the development of performance indicators and productivity measures. By these means, the Branch sought to provide a common basis for assessments of the extent to which government policy objectives were achieved through a given program. The Branch also reviewed departmental plans from across government for changes in organization and senior management complements.
