Series consists of board minutes, agendas and indexes. The minutes are organized by port. At the front of each set of minutes is a chronologically arranged list of subjects discussed with the appropriate page reference. The agendas span the years 1956-1969 and consist of summaries of discussions and decisions rendered. Finally, there is a separate set of indexes covering the years 1958-1967; these are arranged alphabetically by subject.

The National Harbours Board was created in 1936 and was placed under the direction of the Ministry of Transport. It consisted of three members including a chairman, vice-chairman and a third member. Appointed by the Governor in Council, incumbents held office for a period of ten years. However, the first members to be installed held their positions for ten, nine and eight years respectively. Meetings of the Board were convened every few days and discussions were taken on a wide range of operational matters. Ottawa was designated as the head office of the Board but meetings were held at other port locations when it was deemed appropriate.
