Series consists of records relating to the efforts of various European representatives to acquire collections of interest to the Public Archives. The series includes correspondence on the daily operations of the London Office and the Paris Office. The records include files relating to the hiring of copyists to transcribe, by hand, government records and those private collections that could not be purchased outright; the purchasing of paintings, books, artifacts and manuscript collections from various auction houses and individuals. Also included is correspondence relating to various research projects for the general public and the department.

Public Archives of Canada. London Office : When the Public Archives was established one of the first orders of business was a visit to England and France to look into the feasibility of acquiring British and French records concerning Canada. While the acquisition from private sources and copying of European archival collections had been going on since the first visit by Douglas Brymner in 1873, the systematic inspection of British archives of Canadian interest began in 1878 when an Archives Office in London was established at the Office of the High Commissioner for Canada, 17 Victoria Street. In 1884 copyists moved to the Public Record Office in London. In 1905, Henry Percival Biggar, was appointed the Public Archives representative in Europe. He was to remain there until his death in 1938. Although his office was in London, he made frequent visits to France, where an assistant, Théodore Beauchesne, directed the transcription work.
