Canada. Dept. of Labour. Pilot Projects Branch : The Pilot Projects Branch was created within the Department of Labour in 1965. In 1966 the Branch was transferred to the Department of Manpower and Immigration. Its major responsibility was to discover the economic, social and other obstacles to the training and retraining of adults and to develop effective means to surmount them. In cooperation with the provinces the Pilot Projects Branch was to set up NewStart corporations (one per province) in areas where unemployment was high. Successful methods and techniques of training, retraining and job counselling worked out by these corporations were to be implemented as programs by other responsible agencies. The NewStart corporations were to be experimental in their approach -- to be in effect "pilot projects".

NewStart Corporations were set up in Alberta (Lac La Biche) Saskatchewan (Prince Albert), Manitoba (the Interlake district) New Brunswick (Shediac) Nova Scotia (Yarmouth) and Prince Edward Island (Montague). The 1970 annual budgets for each corporation ranged between 00,000 and ,170,000. In 1968 the Pilot Projects Branch was transferred to the Department of Forestry and Rural Development and in 1969 to the newly created Department of Regional Economic Expansion. In the latter department its name was changed to Social and Human Analysis Branch. RG27 General Inventory
