Textual series consists of material that was collected and maintained by the Departmental Library. It consists of four main parts: newspaper clippings, departmental manuals, cartographic material, and reference materials.

The clippings are in two mediums. For the time period 1912-1919 the clippings are arranged in binders by topic or chronologically. Each volume is indexed and deals with a wide range of subjects, including the CEF, Imperial Trade, Conscription, Coalition Government, and other political matters in Canada and the U.K. A few volumes contain copies of despatches from the Colonial Secretary to the Governor General regarding Asian immigration, trade and commerce, military matters, etc. There are also microfilm copies of newspaper clippings for 1972-1973. Organized by subject, they include a variety of topics, both domestic and international in nature.

The manuals were procedural texts put together by the department and held by the library. These records consists of a copy of the departmental Manual of Procedures, the Registry and its Procedures, and a booklet entitled, "Information on Departmental Aspects of Records Management".

The cartographic material consists of 415 World War II situation maps for four war fronts including the Western, Eastern, Italian and Pacific Fronts from 18 June to 30 December 1944. Attached to each map is a situation report on allied operations at 1500 hours each day. The Situation reports were prepared in Ottawa by D.M.I., M.I. 1 General Staff. The GSGS maps listed (see formatted contents note) were used as the base maps to plot the daily situational information. This series also includes one map entitled: Canadian Mercantile Marine : ships in service, 1 April 1944 / prepared by the Statistics and Trade Division, Naval Service Headquarters.

The reference materials consist of briefing books, studies, departmental research reports and conference materials. The reference material was stored in lock cabinets at the Department Library for the usage of the department staff.

Canada. Dept. of External Affairs. Library : The Departmental Library was a part of External Affairs from the foundation of the department. Joseph Pope viewed the library as a part of his personal fiefdom and even the designation of J.A. Leblanc as librarian in 1910 brought about little relief to the chronic disorganization and overcrowding. The appointment of a professional librarian, Grace Hart, in June 1928, brought about a much need change. Reporting to O.D. Skelton, Hart consolidated and organized the collection, acquired current books and articles, and established a newspaper clipping service. Under Hart's direction the library became an important research facility for the department.
