Fonds consists of legal research notes, correspondence and instructions to Simon to draw up a memorandum of authorities on territorial waters in his capacity as junior British Counsel for the Alaska Boundary arbitration of 1903. The research notes consist of his analysis of legal precedents over a lengthy period of time and include sketches relating to territorial waters. Also included is an "Atlas to accompany the case of the Colony of Newfoundland in regard to the Labrador boundary."

Simon, John Allsebrook, Viscount, 1873-1954 : Born in Manchester, England in 1873, the only son of Reverend Edwin Simon and his wife Fanny, daughter of William Allsebrook, Simon was appointed a King's Counsel in 1908. He served in Great Britain as a Liberal Member of Parliament, as Solicitor General from 1910 to 1913, as Attorney General from 1913 to 1915, as Secretary of State for Home Affairs from 1915 to 1916, as Secretary of State for Foreign Affairs from 1931 to 1935, as leader of the National Liberals from 1931, as Foreign Secretary from 1931 to 1935, as Chancellor of the Exchequer from 1937 to 1940 and as Lord Chancellor in 1940, in which year he also attained the title of Viscount Simon. He died on 11 January 1954. Simon served as Junior Counsel to the British Government in the Alaska Boundary Arbitration of 1903.
