The Citizens' Forum on Canada's Future was a means for citizens to communicate with each other and with their government. Series consists of Keith Spicer's personal records documenting from its creation to the release of its final report the Royal Commission which he chaired. Audio-visual records include radio and television programs about constitutional reform, national unity and the Citizen's Forum, advertising by the Forum, a video version of the report and exerpts from television news coverage of the forum.

The textual and computer records include Spicer's original master plan and his correspondence with Prime Minister Brian Mulroney, preliminary planning information, notes for Spicer's speeches, his own notes of various Forum discussions throughout the country, his daily agendas, press clippings and material published by the Forum. Perhaps the most significant records are Spicer's key docmuents and the original letters written to Spicer in response to his request to the moderators of town halls meetings for their assessment of the Forum's work.
