The Employment Relations and Conditions of Work Branch was created in 1980 and took over the administration of the Canada Labour Code; it was, in effect, a successor to the Labour Standards Branch. The new branch administered the Fair Wages and Hours of Work Act, handling complaints and conducting investigations concerning adherence by companies to the labour standards (hours of work, overtime pay, and so on) as set out in the Code. The various regional branch offices acted as monitoring agents, ensuring that the provisions of the Code were carried out. It was regional offices such as the one in St. Laurent that initiated inquiries into employment conditions and wages, that investigated complaints, and that reported violations to headquarters.
