Series consists of files that deal with Manitoba issues. As subject files, arranged alphabetically, they consist of correspondence, press releases, memos, transmittal notes, briefing information, reports and press releases. In subject matter, they deal with a wide range of issues, such as, for example: Agriculture; Communications; Defence; Employment and Immigration; Environment; Indian Affairs; Supply and Services Contracts; and the CORE Area Initiative. These files were maintained by a staffer specifically engaged in maintaining close relations between the minister's office in Ottawa and the regional office in Winnipeg; but they have value beyond simply local/regional interest. They reflect Jake Epp's concern to keep in touch with his constituents, and to protect their interests in Ottawa.

These files reflect the federal-provincial inter-relationship in the delivery of federal programs and largesse; they also reflect the political imperatives of a minister striving to serve his constituents and protect their interests. This is perhaps best reflected in files such as the Defence Department files, which deal with Bristol Aerospace and the service contract for the CF-18, and with the closing of CFB Shilo.
