Series consists of material that reflects the activity and the major concerns of another chief of staff. The series consists of subject files, speeches by the minister, chrono files (copies of outgoing correspondence) and material dealing with trips and meetings. Manitoba issues are also well reflected in this series. The files consist of diverse types of records -- correspondence, memos, briefing materials, transmittal notes and informational material for the minister. The material reflects significant and often sensitive issues, such as national unity and Charlottetown '92, dealings with the Native Council of Canada and the Westray Mines disaster. As with the papers of other chiefs of staff, they allow the researcher an opportunity to trace out the decision-making process, and the degree to which political considerations influenced the minister's activities. This latter aspect is more the case given that the minister's communications with the Prime Minister are located in this series.
