Series consists of files, by provenance, from the minister's office, and consist of general correspondence, correspondence with the Prime Minister (1985-1986), briefing books and files on issues significant to the minister, such as Abortion. There is also a large block of Jake Epp speech files. The majority of this series consists of subject files on key developments or issues in the realm of energy, such as Hibernia and the Atomic Energy Commission of Canada. In addition, there are subject files on other major issues of the day, such as Oka, Unity, Constitution and Referendum '92. These files are replete with the advice of senior bureaucrats and highly-placed outsiders, especially political advisors. There is significant evidence of the role of the minister's senior staff in policy formulation and decision-making. Many of the issues reflected in these files were of signal importance in the life of the second term of the Mulroney government.
