Series consists of files kept by Russell J. Wunker, Mr. Epp's Chief of Staff over these years. They comprise material reflecting Mr. Epp's years in Opposition, as well as files from his tenure of three ministerial posts (Department of Indian Affairs and Northern Development, Department of National/Health and Welfare and Department of Energy, Mines and Resources). The majority of the files deal with National Health and Welfare. Some examples of the file subjects in this series are AIDS, Drugs and Drug Abuse, the Medical Research Council of Canada and so on. While some files consist of background information, others have correspondence, advice to minister from staffers, briefing material and the like.

Many files indicate action by staffers and their advice to the minister on various issues. Such files, capturing the information transmittal chain and advisory input from staffers, elucidate government policy formulation and crisis resolution. Other files reflect the inter-relationships amongst various departments.
