Sub-series consists of priority correspondence and work files arranged in alphabetical order by subject name and job title of correspondent. The files contain correspondence, notes and work documents received and sent to the Minister by Prime Minister Brian Mulroney; Mila Mulroney; Deputy Prime Minister Erik Neilsen; PMO and the PCO.

The following issues are documented: Advisory Council, Ontario; various Employment and Immigration Bills; Canadian Job Strategy; Canadian Youth Strategy; Immigration Appeal Board; Investor Immigrant Program; Unemployment Insurance; Possible deportation of Turkish Immigrants. The work files contain briefing reports; correspondence; reference material; photocopies of clippings; minister's notes and copies of the Prime Minister's and McDougall's speeches.

Other issues documented include: Direction and work guidelines given by the Prime Minister to McDougall with regard to her Employment and Immigration portfolio as well as her Secretary of State for External Affairs portfolio; The implementation of government strategies and policies; Recommendations, situation reports and observations presented by McDougall pertaining to her various projects with Employment and Immigration and other Cabinet Issues.
