The Communist Youth International was founded in November 1919, in Berlin, as a continuation of the pre-World War I International Union of Socialist Youth Organizations. It responded to the Comintern's call on 29 May 1919 for all "proletarian" youth organizations to come together in a Communist Youth International, to better promote the revolutionary movement among the youth of all countries and to assure the destruction of bourgeois societies and states on the way to global Communist victory. In 1921, after a bitter struggle between Moscow and independent-minded elements in the Youth International, its headquarters were moved to Moscow. Until its dissolution in 1943, this organization was, while formally independent of the Comintern, its compliant subordinate.

The Young Communist League of Canada was, in similar manner, subordinate to the CPC; at the same time, it was a member of the Communist Youth International. The records in this series--consisting of correspondence, minutes, proceedings of sessions and conferences, near-print material, appeals and flyers, funding matters and membership material -- reflect the YCL's inter-relationship with its parent CPC, and the YCL's activities in union organization, and particularly in the organization and education of socialist youth. The Communist Youth International was dissolved in Canada in 1943.
