The series consists of material concerning the Privy Council Office. Documents from Robertson's early period in the PCO include analysis of and amendments to the British North America Act, correspondence with the provinces, minutes of committee meetings and documents relating to federal-provincial conferences on the Constitution.

The series also consists of material concerning the Privy Council Office and Cabinet including documents related to constitutional reform and conferences on the Constitution, such as briefing books, background material, lists of delegates, federal and provincial statements, correspondence and meetings with Premiers, records of bilateral discussions with provinces, provincial submissions, notes for press conferences, analysis of press accounts, speech material, meetings of committees on language, fundamental rights, the judiciary, constitutional reviews, conference proceedings, summaries and agreements. Included are extracts from the 1971 Victoria Charter and provincial responses to the charter.

The series also consists of material concerning the Federal-Provincial Relations Office. Material related to constitutional reform, such as reports, conference proceedings, records of federal-provincial meetings, meetings with native leaders, discussions with Premiers, briefings for meetings with Premiers and committee meetings, conference briefings, and analyses of related issues such as "patriation", Canadian unity, the distribution of economic powers, the change of government and federal strategy on the Quebec referendum.
