Series consists of the operational records of the Vancouver Consulate. Record sub-series are arranged and labelled as follows: Consular Administration, 1905-1917, volume 23 (departmental administrative circulars on policies and regulations); Immigration Matters and Passport Policy, 1903-1920, volumes 23-24 (general passport correspondence including that of Russian subjects of German origin, files of naturalization and Canadian citizenship cases, and tabulations of Russian immigrants in Canada);

Consular Intervention on Behalf of Russian Immigrants in Canada to Aid Them in Various Difficulties, 1915-1920, volume 24 (reports of assistance to Russian subjects in areas such as employment, injuries and abuse, and in criminal cases); Other Forms of Aid Requested by Russian Subjects in Canada From the Consulate, 1904-1920, volumes 24-25 (reports about destitute Russians, missings persons, the handling of estates, political refugees requesting return to Russia, etc.);

Recruitment and Military Service of Russian Subjects in Canada, 1908-1920, volumes 26-27 (documents largely pertain to Russian recruitment in the matters involving enlisted Russians and veterans of the CEF, records on Slavs held in internment camps, problems of war-time security and related matters);

Trade and Commerce, 1910-1920, volumes 26-27 (correspondence between the Consul and Vancouver Board of Trade, the promotion of Russian-Canadian trade, marine matters including cargo certificates and the Port of Vancouver, individual requests by Canadian businessmen about the Bolshevik seizure of power, and other commercial concerns); Various Subject Files, 1915-1920, volume 27.
