Speech by His Worship Andrew Carnell, Mayor of St. John's, delivered at the St. John's Rotary Club. The Mayor's talk is about the limited financial resources of the city due to wartime conditions, fuel shortages, necessity for imports, availability of tar for paving streets. At the conclusion of the speech, the speaker is applauded by the audience and thanked by an unidentified member of the Rotary Club.
