The series consists of subject files on a variety of topics. There are several files pertaining to federal-provincial conferences, and detailed reference material on the Canadian flag which dates back to 1911. The files contain memoranda, briefing reports, press releases and clippings, speeches and other reference material used to formulate policy or respond to a specific issue. These files were maintained separately from the official correspondence files in series N2, N3 and N4, although many of the same subjects can be found in both the official correspondence and the subject files. The files in this series closely resemble the files located in series N6, general subject files.
