Series consists of personal files of Mackenzie's activities as one of the three trustees appointed by the federal government to supervise the operation of Canadian maritime unions following the investigation of the Norris Commission into the Disruption of Shipping of the Great Lakes and the St. Lawrence Seaway. The files relate to the Board's supervision of the Seafarers International Union (SIU), the Canadian Brotherhood of Railway, Transport and General Workers (CBRT&GW), the National Association of Marine Engineers and other maritime unions. Also included are the minutes of the Board, internal memoranda and correspondence with the Minister of Labour.
