Series consists of correspondence, legal documents, notes, printed matter and newspaper clippings pertaining to cases handled by J.L. Cohen. Most of the files deal with labour-management negotiations including arbitration and conciliation, grievances, and government boards and inquiries. There are also files covering the various studies undertaken by Cohen for labour organizations and governments, some general files covering a variety of clients and issues, and some files covering one union or other clients over a period of time. A few files contain material collected by Cohen for reference purposes.

This series includes items in horizontal storage. These items include: "General Strike in all fur shops declared / Thursday March 12th / ... General Strike Committee / Joint Board Toronto Fur Workers Union" (in English and Yiddish) [possibly 1931], in container 59 (originally from file 1632, container 2); notice for 1936 elections in Township of East York, Dec. 1935, in container 60 (originally from file 2452, container 4); and "Editorials reprinted from the Northern News", 1941, in container 58 (originally from file 2894, container 28). Also included in horizontal storage is a handbill advertising a mass protest demonstration at Queen's Park by Communist Party and Young Communist League of Canada, container 57.

Originals of certain documents in containers 1, 2, 5 to 7, 9, 11, 13, 14, 17, 24 to 28, 30 to 32, and 38 have been withdrawn from circulation and placed in container 61, which is not available to researchers. These originals have been replaced with photocopies in the circulating containers, and researchers are asked to consult the photocopies.
