Sub-series consists of correspondence, contract proposals, collective agreements, briefs, reports, sound recordings, records of a member survey (including a database in electronic form), publicity materials (in various formats, such as paper, video recordings, and union buttons), wage data and other research materials, labour board decisions, and other documents pertaining to the relationship between the CWC and Bell Canada following the union's organization of the operators, dining service, and crafts and services employees. The records relate to such topics as collective bargaining, strike action, the CWC's "Grassroots Campaign" for its Bell membership, the Anti-Inflation Board, grievances, arbitrations, and health and safety issues such as video display terminals.

This sub-series holds significant records on the CWC's Grassroots Campaign (known officially as "Our Jobs, Our Future: Keeping in Touch / Nos Jobs à Bell: Parlons-en et voyons-y"), which grew out of a decision at the union's 1986 convention to sound out the Bell membership's views during a period of considerable change in the telecommunications industry (new technologies, re-organization and centralization, proposed competition and de-regulation). It was hoped that accurate information would lead to a sound position in collective bargaining with Bell. A major component of the Grassroots Campaign was a survey of the union's Bell membership; the survey's purpose was to gather information about working conditions at Bell and an assessment of CWC policies. Two questionnaires were distributed to the union's Bell members: one for members in the operators/dining service groups, the other for crafts and services. A total of 6,336 questionnaires (35.5% of the total issued) were returned and included in the database. Parallel to the survey were: a series of bargaining caucuses held in several communities prior to negotiations with Bell; and an educational campaign on issues affecting telecommunications workers. The documentation on the Grassroots Campaign includes records of the member survey (including blank sample questionnaires, an electronic database based on the questionnaire returns, computer print outs, and reports), educational and publicity materials (including union buttons and video recordings), and sound recordings of bargaining caucuses.

The Grassroots Campaign electronic database files were created using the DOS-based SL-Micro (Statistical Language for Microcomputers) ver. 2.11 from Questionnaire Service Company. SL-Micro was modified for this survey project. The files include databases of the surveys for each of the two employee groups, together with the data entry programme (including data definitions).

General note:

Two union buttons concerning the CWC's Grassroots Campaign are available in art accession 1993-456. Please consult with staff for retrieval of these items.

Arrangement note:

The Grassroots Campaign electronic database was migrated at the National Archives from its original format to flat ASCII format. In addition, .dbf files were created from the flat ASCII files in order to maintain readability of the data. The record structure and data definitions for each database file are included as separate files in the individual directories. Documentation on the database is available as appendices "A" and "B" to finding aid MSS1751; see the finding aid note for more information. Textual files on the Grassroots Campaign in this sub-series provide further contextual and technical documentation on the Grassroots database.
