Colin Hoath reports on health services at Arviat, Nunavut (formerly known as Eskimo Point, Northwest Territories) where a quarter of the population still suffers from tuberculosis and the life expectancy is just 20.9 years. Arviat was the last scene of Canada's tuberculosis epidemic in 1963. Footage includes two resident nurses at the local nursing station, where Health and Welfare established a permanent post over seven years ago; a travelling doctor's bi-monthly clinic; examination of Inuit patients, including an infant; patients in waiting room; Inuit singing at a church service; Inuit children at school, drinking soup or hot chocolate; an Inuk on snowmobile; aerial views of the community; an infant in an incubator being loaded onto a plane; and an interview with Keewatin health director Dr. Lyle Black who says a limited budget requires him to be selective in flying only severe cases to medical facilities. The interview is the only use of actuality sound. After approximately fifteen seconds, the entire item is repeated, this time with no narration but with soundup for the church congregation singing. <3mn>
