Series consists of files concerning provincial federations of labour and municipal labour councils chartered by and affiliated to the CLC, and also files documenting other secondary functions of the Federations and Councils Department (such as ladies' auxiliaries, the CLC National Committee on Employment, welfare services in Canada and the CLC's Welfare Services Committee, affiliations surveys, appointments to Unemployment Insurance Boards of Referees, conferences of officers of federation and councils, regional government issues, and CLC participation in the Religion-Labour Council of Canada); also included are some files created, added to, or used by the Organization Department after that department assumed responsibility for federations and councils in 1977. The files contain such materials as correspondence, minutes, resolutions, proceedings and other convention records, audit reports, other reports, financial statements, briefs, constitutions, questionnaires, educational and publicity materials, notes, lists of executive officers, and print matter.

Canadian Labour Congress. Federations and Councils Dept : The Provincial Federations and Local Labour Councils Department (later known simply as the Federations and Councils Department) was established at the CLC's founding in 1956. It was responsible for co-ordination between the CLC and its affiliated provincial federations of labour and local labour councils. The department provided assistance and information to federations and councils and collected information on their activities; it also reviewed the constitutions of federations and councils (for approval by the CLC executive council and committee). Immediately following the 1956 merger of the Trades and Labor Congress of Canada and the Canadian Congress of Labour, one the department's main tasks was to facilitate the merger, where they existed, of dual federations and councils formerly affiliated to the TLC and CCL. Thomas B. Ward was the first director of the department, followed by Clifford Scotton in 1965 and by Henry Rhodes in 1967. The Federations and Councils Department was dissolved in 1977, and its functions were assumed by the Organization Department.

Arrangement note:

There was some migration of files created in other areas of the CLC concerning federations and councils to the records of the Federations and Councils Department. For example, files originally created by various officers and by other departments (such as International Affairs, Organization, and Education) can be found in this series. The CLC may have done this in an effort to bring together all files on federations and councils.

Availability of other formats note:

Certain files available as originals were microfilmed by the CLC as part of its records management programme. The microfilm version of these files was acquired by the National Archives separately from the originals. See Appendix "D" of finding aid MSS492 (part 1) for most of the details; in addition to Appendix "D", note that originals from container 585, folder 9, to container 586, folder 14, correspond with microfilm reel H-901. While the originals and microfilm correspond closely, researchers should not assume that they are identical.
