Fonds consists of two letters, originally joined together as one item in folio format, written in Council by seven Algonquin chiefs in the village of Two Mountains (Oka) to James S. Bangs. The first letter requests that he act as general agent for the Algonquins to redress grievances and the second letter is one of gratitude that he accepts this responsibility. The letters are dated 21 and 23 July 1863. The signatures of the seven Algonquin chiefs appear in both an Algonquin format and as a literal English pronunciation.

Bangs, James (Smith), 1826-1867 : James Smith Bangs was born in Hawkesbury, Ontario, on 7 February 1826 and died, as a result of drowning at Snake Rapids on the Madawaska River, on 23 April 1867, leaving a wife and seven children. It is likely that he was the son of Alonzo Bangs, reputed to be the first settler in West Hawkesbury. Alonzo Bangs had three sons: James, Charles and Eliphalet and petitioned for land in 1822.

Bang was a wholesale fur dealer at Arnprior, Ontario, who, according to a descendant, treated the Algonquin Indians fairly in his business dealings with them.
