Fonds consists of a letter to William Lyon Mackenzie (27 July 1850), written about two months after Mackenzie's return to Canada, William Carroll affirms the continuity both of his friendship towards Mackenzie and his family, and of their shared political philosophy and hopes. He gives his opinion on various political policies of the Ministry, including clergy reserves and the school bill. Among the personalities discussed are Egerton Ryerson, James Lesslie, Francis Hincks, John McIntosh, and Robert Baldwin. Carroll also discusses Norwich County politics and his place in them. He concludes by assuring Mackenzie that there is an honourable and valuable role for him in Canadian politics. With the letter is a manuscript transcript of the first quarter of it, prepared as part of the initial archival appraisal of the letter.

Carroll, William, 1795-1864 : William Carroll, rebel and Justice of the Peace, was born in Fredericton, New Brunswick where his father, Joseph, had settled after the American Revolution. Joseph had emigrated from Ireland to America with eight brothers, and apparently was the only one to remain loyal in the Revolution. Joseph married a New Brunswick Quaker, and in 1809, they began moving towards Upper Canada and finally settled in York about 1812. William, and his brother James, served in the War of 1812; in 1815, William was married (apparently by John Strachan) to Ann McIntosh, and they had six children. Ann was born in Scotland in 1794, and had emigrated with her family when she was about six years old, settling in York in 1803. Her brother John married a sister of William Lyon Mackenzie's wife. Both the McIntosh and Carroll families were friends and political supporters of Mackenzie.

For his support of the 1837 Rebellion, William Carroll was imprisoned at Hamilton on 23 December 1837, arrested 7 January 1838, and discharged without trail on 15 January 1838. Carroll moved to Norwich in 1841, where two years later he ran successfully as a Reform candidate for District Council. He may have considered running against Francis Hincks in 1847. In 1849, he was elected Warden, and at some point was a Justice of the Peace. He was active on a committee from 1859, to build a church, and then was its Sunday School Superintendent until his death. He was appointed Colonel in the Oxford Militia on 4 September 1863. His wife died at the end of that year, and he died 20 days later on 7 January 1864.

General note:

The letter was acquired in 1994 from Sheldon S. Carroll, a descendant, who acquired it from his family. It is not known when the letter was separated from Mackenzie's papers and returned to the Carroll family.
