Collection consists of despatches, correspondence, memoranda, and printed material, 1848 to 1851, concerning Bulwer's diplomatic appointment at Washington. Correspondents include Addington, J.W. Dunscombe, Lord Elgin and Kincardine, James Crooks, M. Fillmore, Earl Grey, John Leeming, Lord Palmerston, Edmund Ward and Daniel Webster. This material is located on microfilm reel A-1946.

Major subject areas include Anglo-American relations, Canadian and American relations, the Clayton-Bulwer Treaty, John Middleton Clayton, reciprocity between the United States and Canada, specific trade issues such as sugar, the Grand London Industrial Exhibition of 1851 and the Montreal Exhibition, the Navigation Act and amendments thereto, the opening of the St. Lawrence River and navigation of the St. Lawrence River by American vessels.

Dalling and Bulwer, Henry Lytton Bulwer, baron, 1801-1872 : Sir Henry Lytton Bulwer, Baron Dalling and Bulwer 1871, began his diplomatic career as an attaché at Berlin in 1827. On a special mission to Belgium 1830, he was Secretary of the Legation, 1832-1833, and 1835-1837; Secretary of the Embassy in Turkey, 1837-1839, in France, 1839-1843 (intermittently minister ad interim). In 1843, he was appointed Minister-Plenipotentiary at Madrid, but his ministry in Spain ended in 1848, with his expulsion from that country. In 1849, he was appointed Minister-Plenipotentiary to Washington where he was instrumental in drawing up the Clayton-Bulwer Treaty concerning territorial claims in Central America. The Bulwer collection was deposited in the Norfolk Records Office, in 1968 and 1982, by Mrs. H. Bulwer-Long, great grand-daughter of William Earle Lytton Bulwer, elder brother of Sir Henry Lytton Bulwer.

Selected documents were copied from the Bulwer collection in the Norfolk Record Office.
