Fonds consists of correspondence, reports and inspection files maintained by R.W. Frost relating to the wartime administration of the Air Cadets of Canada, 1941-1944. Included are files concerning: the organization, policies, and costs related to the administration of the Air Cadets of Canada, 1942-1944; inspections and reports on various cadets squadrons across Canada, 1943; minutes and memoranda of the Standing Committee on Air Cadets, 1943-1944; interim and final reports of the inspection tour by Squadron Leader Frost of the Air Training Corps program in the United Kingdom, 1942-1943; and miscellaneous items on air cadet training in Canada and the United Kingdom, 1941-1944.

Frost, Russell Welland, 1898-1982 : Russell Welland Frost (1898-1982) enlisted with the University of Toronto Training Company in August 1917. He was subsequently selected for pilot training, and served with the Royal Air Force until a crash ended his flying duties in l9l8. In the interwar period, he operated a diesel engine development firm in Hamilton, Ontario.

During the Second World War, Frost joined the Royal Canadian Air Force. Squadron Leader (and subsequently Wing Commander) Frost was attached to RCAF Headquarters in Ottawa, where he helped organize The Air Cadet League of Canada late in 1940. A civilian organization working in partnership with the RCAF, the wartime Air Cadet program was a youth movement with the joint aims of training boys in aviation subjects, to prepare them for potential service with the RCAF, and the development in them of good citizenship practices.

As the RCAF's representative and the Acting National Director of the Air Cadet League of Canada, Frost was responsible for the administration of the program and for supervising Air Cadet training across Canada. As part of these duties, in August 1942 he undertook an inspection tour of the similar Air Training Corps program in the United Kingdom. His report recommended that the RCAF assume greater responsibilities for the training and administration of the wartime Air Cadet program in Canada. Following the war, he was active with the Royal Canadian Air Cadets in the Hamilton-area.
