Fonds consists of textual records, 1927-1939, chiefly of the original RCAF Canadian Liaison Office notes for the period of January through November 1939, documenting the interests of the RCAF and its attempts to modernize equipment and procedures. Also included are personal annotated copies of several interwar training and administration manuals used by the RAF / RCAF.

Fonds also consists of aerial photographs, 1918-1919, predominant 1918, by Francis Vernon Heakes, 35 Sqn. RAF and unknown, from a photo album. These photographs document the activities, aircrafts, airships, explosion of ordinance, geographical locations, fortifications, naval vessels and submarines of the British Army and Navy, the French Navy and the German Navy, off the English coast, in France and in the Mediterranean, February 1918 to November 1919.

Heakes, Francis Vernon, 1894-1989 : Francis Vernon Heakes (1894-1989), air force officer, served as an infantry officer with the Canadian Expeditionary Force until his transfer to the Royal Flying Corps in 1917. He joined the Canadian Air Force in 1919 and remained with it during the inter-war period.

From July 1937 through December 1939, Wing Commander Heakes headed the Canadian Liaison Office in London, through which important information about new equipment, procedures and plans was passed by the British Air Ministry to the RCAF. Between January and March 1940, he assumed command of the RCAF Overseas Headquarters, to prepare for the reception of Canadian air squadrons in England.

Heakes subsequently served in several senior staff positions at Air Force Headquarters in Ottawa, and as Air Officer Commanding No. 1 Group, Eastern Air Command, December 1942 to May 1944, and Air Officer Commanding, Western Air Command, June 1944 to February 1946. He retired from the RCAF as Air Vice-Marshal in August 1946.
