Lotbinière, Antoine de. Hallé, François, b. 1866 : Superintendents

Antoine de Lotbinière Panet and François Hallé were both employees of the Quebec Cartridge Factory. It was set up as the result of a 1879 Order-in-Council to produce rifle cartridges for the Department of Militia and Defence. In 1901 its name was changed to the Dominion Arsenal. Panet was the Assistant Superintendent from the 1880s until after 1913. Hallé worked at the Arsenal from 1884 until 1922 and was in charge of the cartridge loading plant at Cove Fields on the Plains of Abraham.
