Fonds consists of textual records, n.d., 1932-1991, that document Arnold Smith's public career as a diplomat and educator and aspects of his personal life. The papers provide extensive coverage of his ten year term as Secretary-General of the Commonwealth, including copies of most papers written or received by him during these years, as well as Commonwealth reports, his speeches, appointment books and press clippings. Smith's papers also document his career with the Canadian Department of External Affairs, especially his years in Moscow and Cairo, his teaching, writing and advocacy work after retirement, and shed light on the personal life and beliefs of a prominent Canadian.

Fonds also contains graphic material pertaining to Arnold Cantwell Smith's Canadian diplomatic career.

Also included in fonds are sound recordings of speeches, talks, interviews, panel discussions, press confernces and telephone conversations given by Smith, 1965-1987. Included are recordings of negotians held by Smith during the Nigerian Civil War, when as Commonewealth Secretary General, Smith met with the different political leaders involved in the conflict, (1967-1968).

In addition, fonds consists of moving image recordings of interviews with Smith including two from 1966 and one by David Halton of the CBC in 1986.

Fonds also contains five pins, 1974, from the 1974 Commonwealth Games.

Also included in fonds is a street map, 1929, of Moscow, in Russian Cyrillic script.

Smith, Arnold, 1915-1994 : Arnold Cantwell Smith, international statesman, educator, diplomat, born in Toronto in 1915, graduated BA from the University of Toronto and gained his BA (Juris) and BCL degrees from Oxford where he was a Rhodes scholar. He became editor of "The Baltic Times" in Estonia in 1939 and was concurrently Associate Professor of Political Economy at the University of Tartu. He was also British Council representative in Estonia. From 1940 to 1943 he was Press Attaché at the British Embassy in Cairo, and lectured in political science and economics at the Egyptian State University. While in Cairo, Arnold Smith was the Editor-in-Chief of the Publications and Photographs Division, Ministry of Information, Middle East Bureau.

Joining the Canadian Diplomatic Service in 1943, Mr. Smith served in the Canadian Embassy in Moscow until 1945, then in Ottawa, and was Associate Director of the National Defence College of Canada from 1947 to 1949. In 1949 he became alternate Permanent Delegate to the U.N. Security Council and the U.N. Atomic Energy Commission. He was Counsellor of the Canadian Embassy in Brussels and head of the Canadian delegation to the Inter-Allied Reparations Agency from 1950 to 1953, and then special assistant to the Canadian Secretary of State for External Affairs. He was an International Truce Commissioner in Indochina from 1955 to 1956 and then served as Canadian Minister in London until 1958. Mr. Smith was Canada's Ambasador to the United Arab Republic from 1958 to 1961 and to the Soviet Union from 1961-1963. He served as an assistant Under-Secretary of State for External Affairs from 1963 to 1965.

When the Commonwealth Secretariat was established in 1965, Arnold Smith was appointed its first Secretary-General. He was reappointed in 1970 and held the position until 1975. From 1976 to 1980 he was Lester B. Pearson Professor of International Affairs at Carleton University, during which time he was also active with several international organizations.

The papers were presented in 1982, 1984, 1986 and 1988 by Mr. Arnold Smith and in 1994, 2003 and 2006 by his son Stewart Smith.
