Citizens' Forum : Citizens' Forum began as a radio program for adult education, under the sponsorship of the Canadian Association for Adult Education (C.A.A.E.). The project was planned by a committee of the C.A.A.E. at a Conference on Education for Reconstruction in September, 1943. From the beginning, however, the program operated as a joint venture of the C.A.A.E. and the Canadian Broadcasting Corporation (C.B.C.). Citizens' Forum first appeared on radio during the 1943-1944 broadcasting season. The original aim of the program was to discuss issues related to post-World War II reconstruction.

The radio format involved bringing together specialists on particular topics to debate various issues related to the week's subject of concern, under the direction of a moderator. The format also involved the formation of small study groups at the local level who would listen to a program together and at its close, discuss the particular topic as a group. The National Secretary's Office of Citizens' Forum oversaw the production of pamphlets designed to provide background information on each week's topic for the group participants. The C.B.C. had final responsibility for the on-air program production.

In 1955-1956, Citizens' Forum expanded to television production in simulcast with the radio program. Citizens' Forum creased all production at the end of its 20th year, the 1963-1964 broadcasting season.
